How to create/setup categories for issues?

It seems to be inactive, locked for me. I use free version of Jira Software.

Categories are used in Jira Work Management projects, not in Jira Software projects.

The field is locked because it is a System field. You are not allowed to create Contexts for this field because they are created automatically when you define Category values in Work Management projects.

If you want similar functionality in Jira Software projects, you will have to create a separate Single Select List custom field for use in your Software projects.
