I want to create one system generated field in jira called "city". which will extract data from AD based on the reporter of the issue. If the reporter of the issue stays in Mumbai then the field city will get updated automatically as Mumbai

You can create "custom" fields in Jira instead of system fields. The fields can be of several types like select list, text box, multi-select etc.
You have to do some customization in order to implement your requirement, I would suggest you to take a look at the nFeed plugin which is meant of these purposes.
