No you can't.
I suggest to have a specific user created for these actions.
Have only admins no the user credentials, have an admin create the token that can be used.
Make a procedure that if someone leaves the company (who has been given the token), that you create a new token.

Note: we can create user token in jira, but it is user specific.Instead of that need a unniversal token.

Ahh, no. Just as @Marc - Devoteam has said, tokens belong to a user account. if you want a universal token, you have to create a special account and give it universal permissions.
Refer to threads like this one where the same question has been asked before.
PS. Creating and using a 'universal account' is a dangerous proposition. Think carefully about the consequences if the credentials for that account escape your control.
