There is a request to purchase "Power Script" or "Script Runner" add ons. However few things arise
a)Does it need elevated privileges for execution can a project admin or user execute
b)Which one is the best as the use case here is to remove the user stories linked to Epic ,when EPIC is removed.
c)Do we have any kind of comparison for both
d)Any checklist on how to decide on addons

While purchasing the add-on normally we need to consider the below points ..
1. Is this add-on has existing bugs that will affect your existing functionality.
2. Is this add-on will meet your most of the requirements.
3. What will be the impact on business after purchasing this add-on?
a) In both cases, you need to be an admin to set up scripts, but users get to use the functions the scripts add (both of them support controlling which users can use the functions as well)
b) Probably ScriptRunner. With Power Scripts, you have to learn a new scripting language. This is slightly easier than learning ScriptRunner scripts, but you are limited to the functions provided by that language. So when it doesn't do things quite the way you need, you can't do it.
c) You'll find marketing material on both vendors websites. (I'm biased, I work for one of them, but I don't want to advertise here, it's not what I'm here for)
d) There's no way to do this really. I would check the basics on the marketplace - is it Atlassian verified, does it have a lot of users, reputable vendor, rapid updates when Atlassian release new versions, etc. But the main question is not something you can checklist - "does it do what we need, and does it do it well?"

I would recommend Script Runner over Power Script any day of the week, simply due to the community and support resources available for this plugin. (and your use case is perfect for it ).
