When an automation rule is created directly in a project and used specifically on a single project, the project administrators are able to delete it.
When an automation is global or shared between two projects (which is also considered global), only the administrators of the instance are able to delete it on Jira settings > System > Automation rules.
Let's say, for example, that a rule is shared on a Service Desk and a Software project. You are the administrator of the Software project, but just a collaborator on Service Desk. Even if you are the administrator on that project, you can't delete the rule because it will affect other projects and users.
I'm sorry if it was confusing, but what I'm trying to say is that only a user with admin permissions will be able to access the global automation rules and delete it because it affects many projects.
