How to determine the specs of a test environment?

I have a jira data-center with two nodes and  top specs (CPU 48 core, RAM 32G,...) and now I need to have a test environment to test some things such as CPU load  of some requests,  but I can not allocate the resources as good as real environment.

How to determine the specs of test environment?

It entirely depends on what testing you are going to be doing with the environment.

If it's load or performance testing, then "can not allocate resources as good as production" goes out of the window - you have to have a production-like environment to get anything useful.

For all other types of test, then the answer is "it depends on what you're wanting to test"
