How to develop a Jira Cloud add on?

I want to develop a jira cloud based add on. I would like to what is the studio needed for this development and programming language. 

Requirement is, I want to add that plugin to all my jira projects, when I create an issue, it should do some automation like calculating two issue fields and pasting to required custom field.

I also want generate custom reports for my organisation like risk management and acknowledge management templates.

Please help on this! or provide some suggestions on existing plugins!
