How to disable option / hide button to create new blank project

Hi!

Is there a way to disable the option or hide the button to create a new _blank_ project?

Every time when one of our admins creates a new blank project jira creates new schemes, solutions, statuses, etc. I informed everyone not to use this option, but now we have a new one and it consumes a lot  of time to switch, delete and merge the data and reuse the existing schemes for new projects.

We have Scriptrunner for Jira but I can't find the button element in "Script Fragments" which is used on the create screen.

I want to force everyone to use the "create with shared config" button or to copy a project with scriptrunner.

I think only option to do this is via a custom plugin with some JavaScript. But you need leave an option to enable it back anytime you like.
