How to disabled "can now edit their projects workflow " feature ?

I have many projects and issu types and if all projects admins start edit own workflow this is big problems.

How to disable this options permanently from JIRA ?

It's not possible to disable it (although the request has already been raised)

To put a mostly-acceptable block on it though, simply make sure all your workflows are used by more than one project (even if it's an inactive or hidden project).  As soon as a workflow is shared, project admins can't change it.
