AFAIK there're not apps that integrate with Bitrix24 in the marketplace. There's an integration in the Bitrix24 marketplace, but it's to handle issues within Bitrix24, so it won't help you. If you have somebody inhouse that can implement a connector as a Jira app, that would be a viable option, or you can contact a solution partner to implement it for you.
We have an app called Ronin Dashboards for Jira to create dashboards with external information. We know Bitrix24, but I'm afraid it's not in our roadmap, since other CRMs has higher priority (Hubspot for example). Ping me if you want to follow up: gorka at roninpixels dot com
