How to display description field always on the top

Hi 

Is there any way to display description field on the top of the issue screen? I changed the issue screen configuration but it doesn't work, when I open the issue the description field doesn't show on the top? 

Its working when I create a new issue but not if I click on the existing issues to view 

please help

No, the placement of the description field is fixed in the issue view.
