How to edit a filter/dashboard so others can view - only setting available is "private"

I am unable to change who can view a filter/dashboard - the only option is "private" - how can I give access to others?

There is a Global Permission you must be granted to be able to share your filters and dashboards. Contact your Jira Administrators to ask about getting the "Share dashboards and filters" global permission.
