If you are asking about finding a deleted Jira Project, the other responses do apply.

If you are asking about finding a delete issue/item/task that existed within a Jira Project, there is no recycle/trash bin for that. When an issue is deleted, it is immediately and permanently deleted. It cannot be recovered.

For this reason it is often recommended that the permission to Delete Issues be restricted to only trusted administrators.

I notice that your post tags indicate you are using the Free version. If that is accurate, then you cannot modify the permissions to limit access to the Delete Issue feature.
