A project in Jira can have versions. These versions are listed by name on a Releases page. To the right of each version's (or each release's) name is a label indicating its status as being either UNRELEASED, RELEASED, or ARCHIVED. Great. By clicking on three dots further to the right of a version's name a person can open a context menu and select (for an unreleased version) to Release the version. Thereafter, the version's status changes UNRELEASED to RELEASED. Fairly straightforward.
When we later return to this Releases page and find a version is marked RELEASED, how can we see who released it and when ?
You can try the audit log to find who release or created version.
You can also look at the administer project permission and ask directly people.
Is it possible to configure the table to include Created By, Released By columns for example?

I don't this info can be found with JQL query, certainly not Jira out of the box and I am not aware of any plugins that can provide that info. Possibly the only way to know is by looking in the database.
Are there many Project Admins for that particular project?
