How to get Email API for Jira cloud app during development without private listing

Based on the guidelines, I understand that I need to raise a ticket by submitting the app details.

But my app is at the initial stage and I don't want to submit it for private listing at this stage.

So is there any other option available to get access to Email API? Kindly help.

You should have had an existing vendor account if I'm not mistaken prior to applying. However, if your app is on a private listing, that should enable you to do whatever you want to do during the initial stage then you can publish your app publicly that also requires approval for 1st-time applicants. In summary, there's no way around it. You simply have to follow the process given, if you want to get the desired outcome.
