How to get a JQL when Target Start change

Hi,

I want to get a JQL to find that the target start has changes so that a mail can be triggered.

Each time the target start changes, a mail is sent.

Is this possible?

The functionality you are looking for can be implemented by the add-on Automation for JIRA (300 free executions per month) with a simple automation rule:
