I have a question regarding AD integration. Should we keep at least one local user in Jira with admin privileges to have backup access in case AD connection will be down?
Or maybe I thing wrong and we do not need it?
What will happen if the AD connection will be down and all of our users are synchronized with AD, even admins? Will we lose our access to Jira?
You don't have a choice. When you set up Jira initially, it asks you to create a local admin user. It is possible to disable the Jira Internal Directory, though. I'd recommend leaving that directory enabled and store the username/password pair for that admin user in your password safe. It's likely that someone will eventually ask you for a REST API user, so you may as well leave the directory enabled for this purpose, as well.
Worst case, check the doc that explains your options for breaking in.

So in this case scenario, we have to sacrifice one Admin account (and one license per Software, Service Desk, etc.), to have this backup account. That's perfectly OK, but the con here is that we lose one Service Desk and Software license, because it's connected with admin account and as far as I see, we cannot detach it from the admin account?
