How to give permissions to import CSV for Project admins?

Is there any way to give permissions to import CSV for a particular Project admin?

Users who are not Jira Administrators should have access to CSV import from via

1. Select Filters > Advanced Issue Search

2. Click the ... button, then select Import Issues from CSV

There are some limitations imposed when import is executed by a user that does not have Jira Admin privileges.
