How to implement sso in jira we are using confluence and jira. please briefly explain about sso and what is purpose of sso in jira and how to configure sso in jira???

Simplifying a bit (a lot really), when a user requests to log into, say, JIRA, SSO will verify their credentials against a database of some sort (e.g. LDAP) and often set some sort of cookie on the users' client indicating that they have authenticated. Then, when the user goes to Confluence, Confluence will see the cookie and allow them access to the application without asking them to log in again.
Since you aren't using Crowd, you may want to spend time time looking at options in the Atlassian Marketplace. Connecting JIRA to an SSO method that isn't supported (e.g. OAM Webgate) involves creating a custom Seraph connector, which creates it's own issues.

SSO will allow you to access JIRA and Confluence using the same set of credentials. You can use any of the IAM applications (ADFS, AzureAD, Crowd, etc) to manage users and their groups for JIRA and Confluence. In case if you don't have any IAM application. Please take a look at the miniOrange IDP, it is avaialble in both cloud and on-premise version.
Regarding the SSO support in JIRA and Confluence, you will find multiple apps in the Atlassian marketplace which allows you to enable SSO in the JIRA and Confluence using SAML or OAuth Protocols.
