How to integrate Jira with IBM QRadar

We are researching about integrating QRadar with Jira software and want to achieve the following

we want a ticket to be created in Jira when one of our rules is matched in QRadar, it should be able to create a ticket in Jira and assigned to appropriate user.

I am thinking may be webhooks but I am not sure.
