Not sure if you have come across this; there is a plugin on the Atlassian Marketplace that allows Jira to be integrated with AccuRev; AccuSyncJiraPlugin. For the documentation, you can refer to AccuSync.

You may also get in touch with the apps vendor if you would like to evaluate the app to see the app fits your requirement.
