How to invite users to project ?

i just created new project to but can't find site administration.

i tried people tab in project settings but shows message "You can only add people who've joined this site. "

Are you a site administrator? Another means of getting to the admin page is to click on the Jira icon in the upper left hand corner and then Jira settings then user management. If you don’t see these then you are not a site admin and cannot add users to Jira. If you are a project admin and just trying to add existing Jira licensed users then you can do that via the People under you project. If you need to add new Jira users the contact your site admin.
