I have searched this to no end and have tried so many things and I still cannot get it to work. Can anyone help me please? Here is a screenshot of what I see. This is in Settings > Issues > Workflow Schemes.
I cannot for the life of me figure out how to associate a Project with this scheme. It has the workflow I assigned to it visible, but I have run in circles for hours trying to find the way to associate a project with the thing. Please help me!

The active/inactive flag is not a setting, it's an indicator! Inactive workflows are simply ones that are not used in any active workflow schemes.
To associate a workflow, make sure it is in use in a workflow scheme, then go to the project you want to use the scheme, hit the project settings, go to workflows and look in the header for "switch scheme", selecting the new one with your workflow in it.
You may need to do some issue migration if you've removed status that is in use, but Jira will walk you through it. Once the new scheme is associated, you should see the workflow now appears in the "active" section.

Hi @Chris Barrett,
Welcome to Atlassian Community!
To associate the workflow scheme with the project, go to your Project settings > Workflow. From here you can switch the scheme that the project is using.

Navigate to the project you want to tire this scheme to, Navigate to Project Settings > Workflows. You should see a button to "Switch scheme". Click on that and select the scheme you've shown in your screenshot.
Thanks!
Kian
