How to make original and Time tracking fields un-editable
Just remove your users from the "Work on Issues" permissions. This will result in them not being able to log any work on the time spent field.
As for the original estimate vote and watch these issues:

You could have a configuration where the Time tracking fields are on the create and view screens and not the edit screen, but then I don't know how they would get updated.

@Valerie Knapp unfortunately you can't simply remove the time tracking fields using the issue screen operation (https://confluence.atlassian.com/servicedeskcloud/configuring-time-tracking-1097176646.html). You can hide them though via the field configuration if you are on a CMP:

You can do one thing in this case, remove "Original Estimate" and "Time Tracking" field from Layout only and keep field available on Create/Edit/View screen. This will hide these fields from view screen and user won't be able to edit, but original value still remain in the field. You can search using JQL.
