1) What permissions one should have?
2) Are there any risks (i.e., updating of data inadvertently for any other projects)?
3) Is there any recommended browser extension or plugin need to be used?

Welcome to community. To manage a project even via REST API follows the same permission you would have on the UI, the difference being you can control one outside of Jira's platform. However, why would you like to manage a Jira project programmatically? Is there any feature within the UI that restricts you from using it the way its intended or what specific use case do you want to achieve? I think knowing this helps us to guide you on what is actually feasible rather than telling you what can or cannot be done.

As such there is no issue via Jira UI, however need to explore Rest API. Pls. suggest the following:
