How to prevent adding new value for Fix Versions via Create/View/Edit issue screen?

Hello, in the Create/View/Edit issue screen my users can now add a new value for Fix Versions. How can I prevent this? I only want the values which are defined in the Versions chapter of the project. Thank you

The Versions that gets listed there should be the ones that are created in that JIRA project only.

Do you see a different behaviour? What is the version of your JIRA?

And creating versions in a project can be done by users with 'Administer project' permission.. If you do not want some one to add a new version value, they cannot be project administrators as well..
