How to prevent anonymous users from transitioning issues through workflow?

We allow anonymous access to our Jira so that tools such as Confluence, SVN hooks, etc can query issues.

How do I stop users who have not logged in from moving issues through the workflow? (They are unable to comment on the issue)

Add "conditions" to the workflow transitions - even a simple "person must be in the group jira-users" could be enough because that means the user has to be logged in.
