How to properly set time tracking on a new Scrum Board? (It seems to be bugged)

I do not see the Estimate fields, even though I set my project to estimate by time.

I simply cannot see the fields anyways, no one in my team can.

When I attempt to create an issue it says that I need to set the Original Estimate though there's no field for it in the creation form.

Reached a point where this was SO bugged I could estimate but numbers wouldn't show up on the cards list. Finally deleted the project and started brand new.

Maybe the estimate fields are not present on the create issue screen associated with your stories?
