How to reconnect Custom Field options with the same content to a new ID?

A Custom Field with selectable options got another context, which means that the IDs for the different options changed. Previously entered options are now 'disconnected' The field is empty in those issues, but the history indicates that the field should still be populated. How do we reconnect the custom field values to the right ID?
