How to refresh mysql database to development from staging environment ?

The challange I am facing is when I took dump and ran it on dev mysql database. After starting jira on dev I started re-indexing and to my surprise background re-indexing also started on staging environment.

Can anyone help to share the right steps to refresh jira mysql database from staging to dev ?

Welcome to the Atlassian Community. 

I suggest checking the JIRA_HOME/dbconfig.xml file on the staging instance if it is connected to a different database and not the dev database. ( check the URL string )
