How to regain or create a new admin user for installed jira application

I have installed jira on a server but forgot my username and password.

Kindly suggest how can i create a new admin user.

If you have database access, you can retrieve admin access:

No we have not configured the db with jira till now

Then you probably have not set up an admin either? Or have you chooses the built in H2 Database?
