Recently one of the users set their private filter subscription and chose the recipient to be Casemanagement, this resulted in triggering the filter-related search results to be sent to every user that is in the Casemanagement Group.
We are looking to remove these 2 groups from the filter subscription drop-down, any help is appreciated.
There is no way to restrict the drop down.

You can control who has “manage group filter subscriptions” here - admin > system > global permissions. They are you can define which roles has the ability to set up filter subscriptions.

If we delete anyone on the web, will it remove the subscribe option for all the users except JIRA admins?
We have this setup for Jira Admins and anyone on the web for manage filter subscription:
