How to remove the "Create board" button for JIRA "basic" users?

Hi all,

I want to remove the "Create new board" action in the Manage Boards page of JIRA Agile for basic users in JIRA. Regarding the documentation https://confluence.atlassian.com/display/AGILE/JIRA+Agile+-+JIRA+Configuration I see that the "Create board" action can't be removed "People without this permission can still create boards but they will not be visible to other users of the system because their filter will not be shared.".

Is there any way to remove this button and don't allow basic users to create boards?

The only way to do this would be to use Javascript to detect the user's permissions and then remove the element after the fact.
