How to report on test steps in Jira?

I need to be able to report on the test steps on all our tests in Jira. Currently, I see no option to do this but maybe I'm just missing something. I am a Project Manager and need to provide our Leadership team with the following information: 

How many test scripts do not have test steps? 

Amount or percentage of test scripts with steps a month ago vs amount or percentage of test scripts with steps now

There are gadgets on the Jira Dashboards that provide information about issues added and updated but they do not report on the specifics of what's been updated and do not tell me if steps were added to a script or not. 

Reporting on the above is important for our company as we need to accurately assess how long our test execution takes so we can better plan our projects. For example, if it took one of our users 20 minutes to get through a test, was that because they were adding/updating steps while they tested? Or does the test actually take 20 minutes to run through the process?
