How to restrict a group to only see issues assigned to them or reported by them across all projects?

How to manage visibility of issues for members in a group (say an external partner), such that when a member of the group is logged-in, member should be able to see all the issues assigned/reported by group members, across all projects?

You would need an issue security scheme applied to all projects. https://confluence.atlassian.com/adminjiracloud/configuring-issue-level-security-776636711.html

You can restrict by group, but not the user's group dynamically.
