How to restrict an user from changing email address

Thanks in advance. I would like to know if someone has come across this scenario or if someone has an effective solution.

When an user gets created in JIRA with proper username, email, and full name. Is it possible to refrain the user from changing the email address from the company domain to an Web Address (Such as Gmail, Yahoo, or even invalid email address.
