How to restrict issue type from being viewed

I have an issue type "PERSONNEL" that I can block from being created using behaviors but would like to restrict all users except a project role from viewing issues using the Search Issue.

Ideas on how I can do this?

The issue security scheme can restrict users from seeing the issue. However, it blocks all access except those allowed in the scheme, not just the search function

Yup, a secured issue is invisible everywhere (except to those who match the security level).  It drops out of search, reports, projects, REST API calls, everything.
