How to restrict user or group in project from creating a specific issue type?

Do you mean creating a ticket/issue in a project of specific issue type or what?

If so then you can not restrict user/group to create an issue in a project of specific issue type.

Lets take a case.

In a project, I have 3 issue types. A, B and C.

I want group X can create only issue type A and group Y can create issue type B & C.
