How to retrieve Ids for Cascade Select custom attribute in JIRA 3.1

We are having JIRA 3.1* and it has Cascade Select custom attirbute.

We are using WSDL at rpc/soap/jirasoapservice-v2?wsdl

How can I retrieve Ids for Cascade Select custom attribute, using SOAP API or directly form JIRA?

There are no remote APIs to get these values even for later versions of JIRA
