How to schedule tasks in a plugin?

Hi,

I need to import data from CSV files that will be used to populate cascading fields in Jira (we will use scripted fields from ScriptRunner for the fields). 

My idea was to create a plugin with a scheduler and Active Objects to load the data for the files, and to use a REST endpoint to make the data available.

But which scheduler?? I see SAL Scheduler, Atlassian Scheduler and PluginScheduler, and so far, no examples works with a recent SDK and Jira 7.13.

So what is the correct way to create a scheduler/background task in a recent Jira environment?
