How to set default issue display to all issue instead of open issue?

When i open a project my default issue type is open issue i want to change it to all issue type, how can set this to default view for all projects?.

Unfortunately there is no way to set the default filter that appears when you click on the issues tab yet. There is an open feature request here: https://jira.atlassian.com/browse/JRACLOUD-71176 

You should vote on that issue and watch it for any updates.
