How to set permission for Jira to Jira issue Copy

I have two projects IN-SERVER and SR-SERVER, i need to copy one issue of IN-SERVER to SR-SERVER using JIRA to JIRA issue copy plug in. However SR-SERVER project is not listing in the drop downs when copying. How to set the permission for this.

You need to make sure you have "create issue" rights in the target project.
