How to set the relationship between two fields in JIRA?

Hi,

I have two custom fields defined for the issuetype, Bug in JIRA.

Custom field (CF) 1 - Value 1, Value 2, Value 3

Custom field (CF) 2 - The user has to enter some text

When the user selects one of the values in the CF 1 as Value 3, then CF 2 should appear on the screen and must be mandatory. 

Hoping to get this confusion cleared.
