How to set up jira can only view the issue that I created?

Hello,

Go to project settings -> permissions and grant the browse projects permission to reporter. Beside the reporter, leave there only groups, roles and users, who must see all tickets in this project.

Issue security levels are created within issue security schemes and let you control which user or group of users can view an issue.
