This kind of scenario seems like one that Jira Service Desk could help with. Service Desk will allow you to let your customers create issues, let them comment and transition them, but still let you close/reopen them.
The other benefit here is the privacy settings: Service Desk has a security scheme by default that won't let other users see requests they did not create or are not a requested participant on. However your team would be in the Service Desk Agent role of users. This let's them still see and action all of your customer requests as needed.
