How to stop a normal user from creating a new Label?

I want to use a label type field to share versions of the software between different projects, but i can't stop people from creating new label?

Mmm, yes, that's the point of a label field - it allows people to create their own labels.

If you want to have a shared field that is only maintained by administrators, you just need a custom field - select or multiselect.
