How to stop dummy issues be created after issue is closed?

If any Jira tickets of patching of Long lived AWS instance is closed, Dummy Jira ticket gets created next day . patching code for instance is correct.

Is AWS creating an issue within Jira via web services?  If that is the case you will need to adjust your AWS settings so they do not create this.
