I have no notification scheme assign for the project i want to achieve this but Jira still sends email when i create a new issue, can someone help me how to stop sending emails ?
The final cause is shown below. I have pulled it out of the comments so that we could check it as the solution so that others in the future might more easily find it.

by default notification exist unless you turn the off. By looking at the notifications for the project it will answer the obvious question. For example here is one I have:

@Naveen, you indicate you have turned "it" off but i'm not sure what "it" means. Maybe you could illustrate this w/ screenshots. At this point you haven't provided a screenshot so I can't assess if this is an obvious issue w/ notifications or not. That said I will simply assume that you have removed ALL notifications in your notification scheme.
Andrew provides two considerations below. If this is about JSD and not JSW then this question is posted to the wrong thread. Please advise which we are dealing w/ here. He also mentions using Notification Helper and for sure you should try that and report back.
Danilo refers to the event fired and if desired you could remove the event fired on creation altogether. Not a normal thing to do and not necessary to prevent notifications generally but you can try it. edit the workflow, select the transition for Create, edit the post functions, select and remove the Event Fired.

This was on JSW, i haven't assigned any notification scheme to the project am dealing with, i checked everything and found nothing to suspect as mentioned by Andrew and Danilo.

Is this a service desk project? If so, Service Desk can send notifications using a completely different system than the one that is used to sent notifications for Jira Core and Jira Software projects. If this is being used then the message should have a 'sent by Jira Service Desk' in the footer of the message.

Check the Event Fired when you create a new issue... it could be triggered there..

Would that be due to the "notify my own changes" setting in your profile set to true? The default is false, but I think that's one place to check.
