How to subscribe a single email address to the filter?

It is possible to subscribe a single email address to the event in notification scheme: https://confluence.atlassian.com/jira/creating-a-notification-scheme-185729542.html#CreatingaNotificationScheme-Addinganeventrecipienttoanotificationscheme

There is a restriction that the issue must be Public (browsable for anyone) - its Ok.

I wonder how I can do the same for the filter that returns issues that are browsable for anyone?

It should be ok. They can receive the email but they just can't view the issues.
