I want to know how can I transfer the ownership of a project from my account to another account?

If you mean "change the project lead", an admin can edit the project lead in the project header.

If you mean "move the project to a completely different Cloud system", that's a lot of work - you will need to download both systems, merge their data, and re-upload the result, overwriting the target.
